How to Finance a Short-Term Rental in Pinellas County

Conventional, second-home, DSCR and cash: how each loan treats Airbnb income, why some Pinellas beach condos cannot get a regular loan, and what to line up before you offer.

Historic homes along a residential street in Old Northeast, St. Petersburg, Pinellas County, Florida

You can finance a Pinellas short-term rental five ways: a conventional investment loan, a second-home loan, a DSCR or other non-QM loan, a portfolio loan from a local bank, or cash. The loan you choose decides which homes and condos you can buy. Some beach condo buildings can't get a regular loan at all, and a second-home loan comes with rules that clash with full-time renting. Line up the loan and the property type together, before you shop.

Before you get pre-approved, send me the property and I will tell you if the building is likely to be a financing problem.

I'm Troy Nowak, broker of Mangrove Bay Realty. I help investors buy and sell short-term rentals across Pinellas County. I am not a lender, and this is not loan advice. It explains the public rules that lenders follow, so you can ask better questions.

What loan options exist for buying a short-term rental in Florida?

Five paths are common. Each one treats rental income and the building in a different way.

  • Conventional investment loan. A loan sold to Fannie Mae or Freddie Mac on a property you don't live in. Fannie Mae charges extra pricing on investment loans through its loan-level price adjustments.
  • Second-home loan. For a place you use yourself part of the year. It has strict limits on renting, covered below.
  • DSCR or other non-QM loan. A loan from a private lender that looks mostly at the property's rent instead of your personal income. Terms vary by lender.
  • Portfolio loan. A bank or credit union keeps the loan on its own books, so it sets its own rules.
  • Cash. No loan rules, but you still need the property to be legal to rent.

I don't quote rates, down payments or credit score minimums here. They change often and depend on you and the property. Get them in writing from the lender.

Can I use expected Airbnb income to qualify for a mortgage?

Sometimes, on a conventional loan for a one-unit investment property. Fannie Mae added a topic for this, B3-3.8-03, Rental Income from the Subject Property: Short-Term Rental, dated September 2, 2026 when I checked it.

Here is what it says, in plain terms:

  • It covers one-unit investment properties only.
  • The property must be legally permitted to operate as a short-term rental, including local registration and licensing.
  • Short-term rental income can't come from an ADU.
  • The lender must document your current housing payment to use any rental income.
  • On a purchase, the lender estimates rent from a long-term rent schedule (Form 1007) or from data on three comparable short-term rentals from the MLS or property managers.
  • The lender counts 50 percent of that monthly gross rent. Fannie Mae says the other half covers vacancy and maintenance. Then it subtracts the full monthly payment.
  • If the result is positive, it can only offset the payment on that property. If it is negative, it counts against you.

One more catch matters. Fannie Mae's general rental income rules say a lender can count positive rental income as qualifying income only if you have at least 12 months of property management experience. With less than that, rent can only offset the payment.

In short, a conventional lender will not count your best summer month. Plan for a cautious number.

Can I buy a vacation rental with a second-home loan?

Only if it really is a second home. Fannie Mae's occupancy rules say a second home:

  • Must be occupied by you for some portion of the year
  • Must be one unit and suitable for year-round use
  • Must be under your exclusive control
  • Must not be rental property or a timeshare
  • Can't be under any agreement that gives a management firm control over occupancy

If the lender finds rental income, the loan can still be a second home as long as that income is not used to qualify. A home run by a full-time manager on a booking calendar is hard to square with those rules. Don't sign anything on a loan that doesn't match how you will use the property.

What is a DSCR loan and how does it work for an Airbnb?

DSCR stands for debt service coverage ratio. In general, the lender compares the property's expected rent to its monthly payment, including taxes, insurance and any association dues. The more the rent covers the payment, the stronger the file looks.

That description is typical, not a rule. DSCR loans are not Fannie Mae or Freddie Mac products, so each lender sets its own ratio, rent method, reserves and pricing. Some may accept short-term rental data and some may not. Some may also charge a prepayment penalty. The CFPB calls prepayment penalties a risky loan feature on its Loan Estimate explainer.

Ask each lender for a Loan Estimate and compare them side by side. The CFPB suggests asking for more than one, and it shows you how to look up a loan officer in the NMLS database.

Why can't I get a regular loan on some Clearwater Beach or St. Pete Beach condos?

Because Fannie Mae and Freddie Mac won't buy loans in some condo projects that act like hotels. Fannie Mae's Ineligible Projects topic lists traits that can make a project ineligible, including:

  • A project that is primarily transient in nature
  • Hotel-type services such as registration (front desk), daily cleaning, central telephone or central keys
  • Voluntary rental pooling or revenue, profit or commission sharing with the HOA or management company
  • Management by a hotel or resort company that arranges short-term stays
  • The words hotel, motel or resort in the project name
  • Marketing as a hotel or an investment opportunity

What counts as primarily transient? Fannie Mae's Project Standards FAQ says it means the main use of the units is short-term rentals of less than 30 days. It also says that trait alone makes a project ineligible.

Freddie Mac takes a similar view. Its condo unit mortgage FAQ says condo hotels and transient housing are ineligible. It also says short-term rental ads online don't make a project ineligible on their own. The lender looks at whether the association or management company facilitates, receives revenue from, or pays expenses or taxes for the stays.

This is where a buyer gets surprised. The building that books the most nights can be the hardest to finance. That often means a cash buyer, a portfolio loan or a non-QM loan, and a smaller pool of buyers when you sell. Ask the lender to review the condo questionnaire early, before your inspection period ends.

Do lenders require flood insurance on a Pinellas STR?

Yes, if the building is in a high-risk flood zone and the loan is federally backed. FEMA's FloodSmart site says flood insurance is mandatory for federally backed mortgages in high-risk zones in communities that take part in the National Flood Insurance Program. Zones that start with A or V are high-risk. In lower-risk zones it is recommended but not required by that rule. Your lender may still ask for it.

Wind and hurricane coverage is a separate policy question from flood. Get real quotes during your inspection period, not after. Check the zone for an address on my Pinellas flood zones page.

Does the property's STR legality affect the loan?

Yes. Fannie Mae's short-term rental income rule only applies if the property is legally permitted as a short-term rental, with local registration and licensing. If the city won't allow nightly stays, the lender has no short-term income to count.

Local rules differ by city. A home in the City of Clearwater's residential zones needs stays of 31 days or one calendar month, whichever is less. Read are short-term rentals allowed in Clearwater and the St. Pete and Gulfport rules. Unincorporated Pinellas requires a county Certificate of Use for rentals under 30 days more than three times a year. Florida also requires a state lodging license, and Florida Statutes 509.241 says that license does not transfer to a new owner. My short-term rentals hub has every Pinellas city.

What should I line up before making an offer on an STR?

Get these in place before you write the offer:

  • A pre-approval that names the property type. A one-unit home, a warrantable condo and a condo-hotel are three different loans.
  • The condo questionnaire or project review. Ask the lender what it needs and how long it takes.
  • An insurance quote. Flood, wind and liability, priced for this address.
  • The legal path to rent. City or county approval, the state license and tax accounts.
  • A cash plan if the loan falls through. Know what happens to your deposit.

For the zoning, condo and tax steps, use my Pinellas STR zoning map and buyer checklist. If you are buying a rental that already operates, read what transfers at closing. For tourist tax, read Pinellas County Airbnb taxes.

Frequently asked questions

Can I finance a short-term rental through an LLC?

Not with a standard Fannie Mae loan. Fannie Mae's borrower rules say borrowers must be natural persons, with a few exceptions such as certain trusts. DSCR and business lenders may lend to an LLC, but their terms vary. Talk to your attorney and CPA before you choose how to hold title.

Can I use a 1031 exchange and a loan on the same purchase?

The exchange rules are tax rules, so plan the loan with your CPA. The IRS like-kind exchange page says a 1031 exchange applies to real property held for business or investment, not property held mainly for sale. It is reported on Form 8824. The IRS says that if you also receive money or other property that is not like-kind, you must recognize gain up to that amount. Work with a CPA and a qualified intermediary before you list your current property.

Which Clearwater Beach buildings can I finance?

I don't know of an official public list. It depends on the project review your lender does. My Clearwater Beach guide covers how I screen buildings for rental use.

Does unincorporated Pinellas have different rules?

Yes. The county runs its own program. Read unincorporated Pinellas Airbnb rules.
