Deferred maintenance is the repair the seller already postponed. On a Tampa Bay Airbnb, screen the roof, the HVAC, the water heater, the plumbing, the windows, the pool, and worn furnishings before you trust the income. Roof age and wind mitigation also decide whether you can insure the house.

I'm Troy Nowak, broker of Mangrove Bay Realty (BK3436609). This is a buyer screen for Pinellas and Tampa Bay. It does not publish repair prices.

What should you screen before you buy a Tampa Bay Airbnb?

Walk the house like a guest and like an insurer.

  • Roof. Ask the age, the material, and whether the whole roof was replaced at once. On a Citizens policy, a partial replacement is dated from the oldest section.
  • HVAC. Age, service records, and whether it cools the rooms you plan to rent.
  • Water heater. Age, leaks, and the pan or drain.
  • Plumbing. Active leaks and whatever the inspector flags. Do not guess a repair bill from a photo.
  • Windows and opening protection. These show up on the wind mitigation form, not just in the listing remarks.
  • Pool and spa. Equipment age, leaks, a barrier, and a permit. A pretty pool with a dead pump is still deferred work.
  • Furnishings. Mattresses, soft goods, and kitchenware wear out faster on a short-term rental than in a home you live in. If the furniture is tired, get a vendor quote. This page does not invent one.

Pair the condition screen with the legal stay. Start with the Pinellas County short-term rental map and the STR rules check. A renovated house you cannot rent on the stay you modeled is still the wrong buy.

How do roof age and wind mitigation change Florida insurance?

Florida Statute 627.7011 (2025 statutes, checked October 22, 2026) says an insurer may not refuse to issue or renew a homeowner's policy solely because of roof age when the roof is less than 15 years old. If the roof is at least 15 years old, the insurer must let you pay for an authorized inspection before it can require a replacement as a condition of the policy. If that inspection shows 5 years or more of useful life, the insurer may not refuse the policy solely because of roof age.

Citizens Property Insurance draws a tighter line for older roofs. Its March 31, 2023 personal lines bulletin (checked October 22, 2026) sets the documentation threshold at older than 25 years for shingle and other soft roofs, and 50 years for tile, slate, concrete, or metal. Past that age, Citizens wants proof of remaining useful life, and it moved the eligible minimum from three years to five. If only part of the roof was replaced, Citizens uses the oldest part as the roof age.

Wind mitigation is separate from roof age. The Florida Office of Insurance Regulation describes the Uniform Mitigation Verification Inspection Form, OIR-B1-1802, on its wind mitigation resources page (checked October 22, 2026). That form records roof shape, deck attachment, and opening protection. Any credit comes from the insurer's filing, not from a listing photo.

Flood is a third policy. Read the Pinellas County flood zone map and FEMA declaration guide and the short flood zones explainer before you model cash flow.

How do you price deferred maintenance into the offer?

Do not invent a dollar credit from a blog. Ask the inspector for a written list, then ask a licensed contractor for a quote on the items that affect safety, insurance, or guest use. Use that quote as a credit, a price cut, or a reason to walk.

If the roof fails the age or remaining-life test your insurer uses, the offer should assume you may have to replace the roof or lose the quote. That is a condition of the deal, not a cosmetic note. The same idea applies to an HVAC that cannot cool the house, a water heater that is leaking, or a pool you cannot legally operate.

Furnishings are operating stock. If you would not sleep on it, do not assume the next guest will. Put replacement in the offer only after you have a real quote.

Neighborhood and resale context sits on the investor guide.

What belongs on the buyer checklist?

  1. A general home inspection, with the roof, HVAC, plumbing, water heater, windows, and pool called out in writing.
  2. A 4-point or roof inspection when the insurer wants remaining useful life. The Citizens bulletin above points to a 4-point inspection form or a roof inspection form for that proof.
  3. A wind mitigation report on form OIR-B1-1802, from an inspector authorized the way the Florida OIR page describes.
  4. Permit history. In Pinellas, start at Pinellas County Building Services and the county permit portal (checked October 22, 2026). A new roof or HVAC that is not on a permit is a story, not a fact.
  5. Flood zone and short-term rental legality for that parcel, using the guides linked above.

Frequently asked questions

Does an old roof block Florida homeowners insurance?

Not by age alone when the roof is under 15 years. Section 627.7011 says an insurer may not refuse a homeowner's policy solely for roof age in that case. At 15 years or older, you can pay for an authorized inspection, and a finding of 5 or more years of useful life stops an age-only refusal.

What roof age does Citizens use?

The March 31, 2023 Citizens bulletin uses 25 years for shingle and other soft roofs, and 50 years for tile, slate, concrete, or metal. Older roofs need documentation of at least five years of remaining useful life. Partial replacements are dated from the oldest section.

What is a wind mitigation report?

It is the OIR-B1-1802 inspection the Florida Office of Insurance Regulation describes. It records how the roof and the openings are built. It is not proof that the roof covering is new.

Should you trust the seller's furniture?

No. Short-term rental furniture wears out. If it is stained, soft, or broken, get a replacement quote and put that number in the offer. This page does not publish a furniture price.

Where do you check permits in Pinellas County?

Use Pinellas County Building Services and the county permit portal linked above. Match the permit to the roof, HVAC, water heater, and pool the seller is counting on.
