Destin and 30A STR market guide: City of Destin and Walton County registration and occupancy rules, 1-5 bedroom values vs AirROI/Rabbu revenue, gross yield, and seasonality risk.

Last verified: October 21, 2026

Destin and the 30A corridor allow short-term rentals, but under three different rulebooks. The City of Destin requires annual STR registration, limits it to eligible zoning districts, and caps occupancy at 2 adults per bedroom plus 4 (24 max). The 30A beach towns are mostly unincorporated Walton County, which requires annual Short-Term Vacation Rental registration ($300 per property) and caps occupancy at 1 person per 150 square feet. The main weakness is seasonality: Panhandle winters are cool, and demand drops hard outside spring break and late spring through summer.

I'm Troy Nowak, broker of Mangrove Bay Realty (BK3436609). I help investors underwrite STR deals across Florida. This guide covers the current rules, why Destin and 30A earn high summer revenue but rarely hit my 20% gross yield benchmark, and what 1- to 5-bedroom homes are worth versus the revenue AirROI and Rabbu report for the same bedroom count.

Review STR Deal: Send the address and asking price and I will check the legal stay path for that property before you offer.

Why the rules create an edge in Destin and 30A

Neither market is a free-for-all. Destin only allows STRs in listed zoning districts, some needing Conditional Use approval, and requires one parking space per bedroom for newer homes. Walton County ties occupancy to square footage and fines unregistered operators $500 per day. Those filters limit careless supply. The bigger filter is the calendar: owners who cannot carry a slow winter sell, which keeps the patient, well-capitalized operator in a better position than in year-round markets with open supply.

Short-term rental rules in Destin and 30A

City of Destin (Okaloosa County)

  • Annual registration for any single-family home, duplex, townhome, or condo rented for less than 180 days (2026 STR Registration Guide, updated January 8, 2026).
  • Eligible zoning districts only; some require Conditional Use, and a Change of Use may be required.
  • Occupancy: 2 adults per bedroom plus 4, capped at 24 overnight guests (10 p.m. to 7 a.m.).
  • Fees: $500 up to 2,499 sq ft, $600 for 2,500-4,999 sq ft, $700 for 5,000 sq ft and up. Late fees $100 after March 31 and $500 after June 1. Registrations do not transfer on sale or management change.
  • 18 x 18 inch sign with contact, occupancy, and parking; parking of 1 space per bedroom (2 total for homes built before December 5, 2016).

Walton County (Santa Rosa Beach, Seaside, Rosemary, Alys Beach, Inlet Beach)

  • Annual Short-Term Vacation Rental registration before advertising or renting. Fees effective February 1, 2025 (Resolution 2024-57): $300 per property individual, $227 community, $500 per day operating without registration. Cycle runs June 1 to May 31 (Walton County STR Registration).
  • Occupancy: 1 person per 150 sq ft of conditioned space or a lower certified maximum. The lease must state occupancy, the 10 p.m. to 6 a.m. noise rule, trash days, evacuation, and parking (Walton County STR FAQs).
  • Recorded condominiums are exempt from the county certificate, but not from HOA rules.

Okaloosa County outside Destin. The county lists what it may regulate but publishes no county STR registration program. Okaloosa Island has separate Zone B-1 covenants (Okaloosa County STR information).

Taxes. Okaloosa tourist development tax is 6% countywide (Ordinance 25-03). Walton is 5% south of Choctawhatchee Bay (ZIPs 32550, 32459, 32461) and 3% north, and Walton is not contracted with Airbnb or Vrbo to collect it (Walton Clerk TDT).

State law. Florida Statute 509.032(7)(b) blocks new local bans and duration limits adopted after June 1, 2011. A 2024 rewrite (SB 280) was vetoed on June 27, 2024. Homes still need a DBPR vacation rental license. Rules change, so verify the current version and the exact parcel before you offer.

Price vs revenue by bedroom (Destin and 30A)

Destin and 30A are high-basis beach markets. Average recent sold price by bedroom: not available from a public source we could verify, so the price column uses Zillow's typical home value by bedroom (ZHVI, September 30, 2026). Revenue is the AirROI median (12 months to September 2026) and the Rabbu average (as of April 27, 2026). Yields are gross (revenue / typical value, low end AirROI, high end Rabbu) and exclude operating costs, financing, insurance, and taxes. Troy's benchmark is 20%+ gross yield. No tier meets it.

Smaller units post the best ratios on paper. Large homes earn the most dollars but cost far more per bedroom, so their gross yield is lower. Hitting 20% here takes a below-market buy or a standout property.

Seasonality: the main weakness

Seasonality is the biggest risk in Destin and 30A. The Panhandle gets real winters by Florida standards, and demand outside spring break and late spring through summer is thin.

  • Climate. NOAA 1991-2020 normals for Destin-Fort Walton Beach Airport: January average high 63.1°F and low 45.3°F, versus July 90.9°F and 76.2°F. Miami International averages a 76.2°F January high (NOAA NCEI normals).
  • Occupancy and rate. AirROI Destin: January 2026 occupancy 23.5% at a $402 nightly rate ($2,933 revenue), versus June 2026 at 62.9% and $635 ($12,959) and July 2026 at 59.2% and $628 ($13,111). December 2025 ran 24.8% occupancy (AirROI Destin).
  • Revenue swing. Rabbu Destin: July ~$14,012 versus January $1,204 per listing, with a March spring-break bump ($5,917). Santa Rosa Beach: July ~$19,324 versus January ~$1,632 (Rabbu Destin, Rabbu Santa Rosa Beach).

Peak months are June and July, with March and May as shoulders. November through February is the slow season. Underwrite the winter months on their own; a summer screenshot is not a year.

Who gets compressed and who gains the advantage

Who gets compressed: Buyers who underwrite on July numbers, properties in non-eligible Destin zoning or short on parking, owners who ignore HOA and town covenants on 30A, and anyone who cannot carry four slow winter months.

Who holds the edge: Registered, compliant homes with Gulf access and pools that win the June-July peak, operators who build winter demand (snowbirds, monthly stays, events), and buyers who negotiate below typical values to push the gross yield toward 20%.

Due-diligence checklist

  1. Confirm jurisdiction: City of Destin, unincorporated Okaloosa, or Walton County. A mailing city is not proof.
  2. In Destin, confirm STR-eligible zoning and whether Conditional Use or a Change of Use applies.
  3. Calculate legal occupancy (Destin 2 per bedroom + 4, max 24; Walton 1 per 150 sq ft) and the parking it needs.
  4. Check registration status and remember it does not transfer on sale in Destin.
  5. Review HOA, condo, and town covenants (Seaside, Rosemary, Alys Beach, resort communities).
  6. Confirm the TDT rate (Okaloosa 6%, South Walton 5%) and who remits it.
  7. Model November through February separately, plus a 30+ day winter fallback, and get flood and insurance quotes with rental use disclosed.
