Cocoa Beach allows short-term rentals citywide under Chapter 26.5, but every vacation rental needs annual registration, inspections, and an occupancy cap of the lesser of two guests per bedroom plus two, or eight total. Fees scale with approved guest capacity. Nightly stays are permitted (no city minimum-stay rule).
I'm Troy Nowak, broker of Mangrove Bay Realty (BK3436609). I operate rentals in Pinellas and underwrite STR deals across Florida, including Space Coast markets. This guide covers the current rules, why the hard occupancy cap creates an edge for compliant properties, and what 1- to 5-bedroom homes are selling for versus the revenue AirROI and Rabbu report.
Why the rules create an edge in Cocoa Beach
The hard occupancy cap of 8 (lesser of 2/bed +2 or 8) compresses larger homes into the same guest market as smaller ones. Annual registration and inspections filter pure non-compliant supply. Nearby markets have different restrictions. That combination supports better conditions for operators who stay inside the formula and keep clean registration than markets with lighter rules or unrestricted oversaturation.
Short-term rental rules in Cocoa Beach
- Annual vacation rental registration required citywide after a business tax receipt.
- Occupancy: lesser of 2 guests per bedroom + 2, or hard maximum of 8 total. Does not apply when the owner occupies the property.
- Fees scale with approved guest capacity (recently around $219 per guest for single-family, lower for multi-family).
- Inspections required with registration and renewals.
- Responsible party required (24/7 local contact).
- No city minimum-stay rule (nightly allowed). HOA and condo documents can still impose longer minimums.

Price vs revenue by bedroom (Cocoa Beach)
Cocoa Beach is a mid-to-high basis beach market. Overall medians run roughly $450k–$700k+. Revenue figures are trailing 12-month averages or medians from AirROI and Rabbu. Yields are gross and exclude operating costs, financing, insurance, and taxes.
| Bedrooms | Typical sold price range | AirROI median annual revenue | Rabbu avg annual revenue | Approx. gross yield |
|---|---|---|---|---|
| 1 | $250k–$380k | ~$24,500 | ~$29,400 | 6–12% |
| 2 | $320k–$480k | ~$36,800 | ~$45,100 | 8–14% |
| 3 | $420k–$620k | ~$52,400 | ~$60,300 | 8–14% |
| 4 | $550k–$800k | ~$78,200 | ~$92,100 | 10–17% |
| 5+ | $700k–$1.1M+ | ~$106,300 | ~$137,500 | 10–20% |

The hard 8-guest cap limits how much additional revenue larger homes can capture relative to the guest count.
Seasonality
Cocoa Beach follows a typical Florida Atlantic coast pattern with stronger winter and spring demand. AirDNA reports average occupancy around 64%. Plan for meaningful seasonality when modeling cash flow.
Who gets compressed and who gains the advantage
Who gets compressed: Larger homes that can physically host more than 8 guests, properties with weak parking relative to the occupancy formula, and buyers who ignore HOA minimum-stay rules.
Who holds the edge: Compliant properties that stay inside the 8-guest cap with clean registration and realistic parking. Operators who treat the registration and occupancy rules as a filter that keeps pure non-compliant supply lower than unrestricted markets.
Due-diligence checklist
- Confirm the property is inside Cocoa Beach city limits and check zoning.
- Verify current registration status, fee schedule, and inspection history.
- Calculate the real licensed guest count (lesser of 2/bed +2 or 8).
- Confirm off-street parking and any HOA / condo rental restrictions.
- Pull flood zone and full insurance quotes that disclose short-term rental use.
- Model both the legal guest cap and a midterm fallback.
